The COAST™ Framework

Last updated: October 5, 2026
The COAST™ Framework is Carole Samuels' five-part method for evaluating a Sarasota coastal property: Community, Opportunity, Architecture, Strategy, and Transition. Buyers and sellers apply each letter to weigh lifestyle fit, timing, building quality, negotiating position, and long-term ownership plans before committing to a Downtown Sarasota condo or Siesta Key waterfront home purchase.

Key Takeaways

Why a named framework instead of general advice

A Downtown Sarasota condo and a Siesta Key waterfront home are evaluated against different risks, HOA rules and building reserves on one side, flood zone and seawall condition on the other, but both decisions benefit from the same five-part discipline. The COAST™ Framework gives clients a consistent way to evaluate either property type: the letters stay the same, the specific questions underneath them change with the property.

C: Community

Community asks whether the building, street, or neighborhood fits how a buyer actually plans to live, not just whether the property itself looks right. For a Downtown Sarasota condo this means walkability, neighbor mix, and building culture; for a Siesta Key waterfront home it means water type, dock access, and how the immediate area is used by full-time residents versus seasonal owners.

This step is applied early, often before a showing, so a buyer is not evaluating a property that was never going to fit their daily life in the first place.

O: Opportunity

Opportunity compares a specific listing's price and timing against its closest comparable sales and current competing inventory, rather than relying on a citywide market headline. A property can be well-priced in a soft market or overpriced in a strong one, and the Opportunity step is where that specific comparison happens.

On the listing side, this same step is used to decide whether to list now or wait, by weighing current competing inventory in the same building or immediate area against recent closed comparables.

A: Architecture

Architecture reviews the physical building or structure itself: construction type, age, and for condominiums, the association's reserve funding and any required milestone inspection under Florida's condominium safety law. For a waterfront home, this step reviews the seawall, dock, and flood zone designation in the same way.

This is the step most often skipped by buyers moving from a single-family home into a Downtown Sarasota condo for the first time, who may not know to request a reserve study or milestone inspection report before writing an offer. The underlying condominium law is maintained by the Florida Legislature and administered through the Florida Department of Business & Professional Regulation (Source: Florida Statutes, as amended by SB 4-D, 2022); for waterfront parcels, flood zone data comes from the FEMA Flood Map Service Center.

S: Strategy

Strategy sets the financing approach, offer structure, and negotiating position for the specific property, informed by what the Opportunity and Architecture steps found. A second-home buyer's financing strategy, for example, commonly differs from a primary-residence buyer's, and Strategy is where that distinction is worked out before an offer is written.

T: Transition

Transition looks past the closing date to how the property fits the client's plans three, five, or ten years out: a second home that may become a full-time residence, a waterfront property that may be repositioned, or a condo purchased with eventual resale in mind. Many of Carole's clients return for a second COAST™ review when their plans change.

Carole's designations, the ABR, e-PRO, and SFR through the National Association of REALTORS®, directly inform the Strategy and Transition steps for negotiation and distressed-sale scenarios.

When the framework is used

The COAST™ Framework is applied at the start of every buyer or seller engagement and referenced throughout the Downtown Sarasota Condos and Siesta Key Waterfront Homes guides, where each letter is shown applied to a specific, real question a buyer or seller is facing.
